This article is about Phillidelphia wanting to decide and enforce their own laws about gun control. I personally don't think that states should be able to make changes this controversial among everyone. Because then every other state will try to do the same, and that could lead to other issues, like, the unity of America (Especially if they start making even MORE changes individually)
